The line is wind speed, dots are 5 minute peaks, as in the table below. The color indicates wind direction, as shown in upper left. You can view any date in the list box, but the selected interval between records and the number of records to show does not affect the graph.
Take a look at 5/21/2000 for an example of how the colors can be useful.
