I was with the FS and heavily involved in the early permit for the launch site. Some cool information for your history are the facts that the club completed against a hanglider manufacturer who wanted to construct a building and other facilities on the site. Another thing is that at the time, this was the first launch site open to the public (with membership in CSS) on FS land in the US. Part of the red tape involved in getting that first permit was convincing the powers to be of the legitimacy of the club and sport. Needless to say, your long term effots and presence as resulted in a fine recreation area and I for one am glad it worked out the way it did. Paul
